If you feel fairly confident in your sewing skills you can easily add a petticoat and inner lining to this dress to make the skirt flair out more. Make the petticoat about 1 in. shorter than the outer lining, and the inner lining about 1/2 in. shorter than the outer lining. They would be constructed in pretty much the same way as the outer lining except that you want the seams of the inner lining to face the petticoat, instead of the child’s legs.
