From the pattern:

To make the vertical colored stripes in this blouse, the body and the sleeves are knit in vertical rows. Then, to further emphasize the stripes, the stockinette stitch work is turned wrong side out.

The body is worked in one sideways piece (front and back together) with a hole left for the neck. The sleeves are knit separately.
