Waist: 30 inches, sits low on waist, can be made smaller by larger overlap for button band
Hips: at widest 40 inches
Skirt is straight from from the hips down and so a yarn with stretch is essential in order to be able to walk.

I am much more a knitter than a crocheter and so I apologise if terms become a little muddled. I essentially made this up as I went along and made a few notes, which I have now typed up for reference. Feel free to ask questions and I may be able to explain myself better.

Multiple sizes not done, but it would be easy to adjust. The lace pattern requires a multiple of 8 in the round and each lace pattern after blocking is about 6cm (2 and a bit inches), in the waist/hips band 8 htrs are 7.5cm in length. You could adjust the htrs to the number needed for waist and add or remove increases as required as long as you end up with a multiple of 8 on your final row of htrs to use as a base for the lace pattern.
