For round 3 of both the side section and the cuff section, the instructions for the cross stitch round says the following:

Rnd 3: Slip st in first ch-1 sp, ch 3, workingaround** first dc, dc in last ch-1 sp made on Rnd 2 (first Cross St made)], work Cross Sts around working first dc of last Cross St in same sp as last dc of first Cross St; join with slip st to first dc.

If you’re an experienced crocheter--at least, experienced with Cross Stitch in crochet--then you can cope with that. If you’re new to the stitch, you might need the info they left out. In both sections, the instructions should read as follows:

Rnd 3: Slip st in first ch-1 sp, ch 3, working around first dc, dc in last ch-1 sp made on Rnd 2, dc in next unused ch-1 sp, workingaround** this dc, dc in the previous ch-1 sp (Cross St made)], work Cross Sts around, working first dc of last Cross St in same sp as last dc of first Cross St; join with slip st to first dc.

Basically, you’re working a dc in a ch-1 sp, crossing in front of that dc to work a dc in the previous sp; then working a dc in the next ch-1 sp, crossing it, etc. The pattern instructions just have you repeating the ch 3 all the way around; that ch 3 was needed only for the first stitch.
