The scarf should be about 10 inches wide. It should touch the ground on both sides and make a knee-sized loop. This all depends on how stretched you make it.
This pattern is available for free.

This is the scarf worn by Tom Baker for his portrayal of Doctor Who in all of seasons 16 and 17 (The Ribos Operation through Shada).

This scarf was made by attaching the original scarf to the shorter season 14 version. Both scarves seemed to have gotten smaller by season 16. The pattern takes this into account; row amounts have been adjusted to make proportions look similar.

Notes on alterations made in Shada are included.
