This is a slouch, or if you knit the ribbing only for one inch, a fitted hat. The textured stitch looks complex, but is really quite easy to knit. This yarn feels wonderful, but has no memory, so use a small enough needle with the ribbing to get the fit you want. If you are on a magic loop, just slide the hat down on your cable and try it on.
