This pattern is done in a combination of knit & purl stitches. The skirt has a drawstring waist.
The skirt requires 2 of your main color & 1 coordinating color, except for size 8 which requires 3 main color & 1 coordinating color.
The cord for the waistband is crocheted. If you do not want to crochet, you may use a ribbon or any other cord that you feel is appropriate.

I believe thisw skirt would look great with knee highs.
