Starting with a crochet provisional cast-on, knit sideways to the length specified, and then graft/Kitchener the two edges together.

With the yarn-overs spaced out, you can thread a ribbon or even some i-cord through that will allow this to be a cowl when loose, or a hat when pulled tight.
