The hat is knit bottom up on size 5 needles(16” and double points).

The booties are knit cuff down on size 3 double points. The booties are knit in the round down to the top of the foot, then knit flat until you pick up stitches around the edge and knit in the round again for the sole of the foot. The foot is then closed with Kitchener stitch

Hat and booties can be knit in solid colors, colorways or using a Mountain Colors Perspectives gradient kit for stripes. A single skein (350 yds) would easily make both projects. A single Perspectives kit would also make both projects.
