Here’s how it’s done:
First you crochet a chain that spans a certain number of toes.

Then you make increases until the toebox fits over your toes.

When the toebox is the length shown in a step-by-step photo you start the knitted instep. The instructions throughly explain how to transition from crochet to knit, and how to get a nicely fitted instep.

Then it’s back to crochet for the heel, which you also work to fit your heel before turning … and so it goes until you cast off at the top of the leg band.
