This hat is crochet from the top down. The eye and ears are crocheted separately and sewn on. The mouth was stitched on. The ties are knitted I-cords. You will need about one and a half skein of Wool of the Andes (from KnitPicks) in the main color, and just scraps of the other colors. The pattern also provide instructions on how to adjust the pattern to different sizes.
