This pattern is Design #2 in Cleckheaton Book 951, and the Cocoon version was also featured as Design #30 in Knit Simple Magazine Fall 2007.

From the pattern: Ribbing’s natural give gives baby comfortable room to stretch and grow. A couture cutie if ever there was one, this clever shrug is simply a K3, P3 ribbed rectangle with seamed sleeves and a ribbon tie.
