Clarification (not errata) for patterns purchased before 11/18/10:
Yes you are knitting onto the flap you just creating by casting on 20 sts. I have been told that it is easier to use a third needle like a dpn or a straight needle at this point. Rephrasing of row 2 of brim as follows: W/yf, sl p.wise, yb, k19, turn work (you should have worked a total of 20 sts). Repeat rows 1-2 until only 20 sts remain.
