The WS short rows start with a YO that is made “automatically” when you knit the first st because the yarn is to the front. It’s a sort of wrapped st that doesn’t require any special manipulation when you knit it together with the next stitch on row 19. With the needle over the yarn, K the st. This will leave a strand of yarn over the right-hand needle.

The yarn at the end of the right-side rows is already on the front side when you have turned your work and are ready to knit the WS row. The “WYIF” is just a reminder to NOTtake the yarn to the back of the work, which would be what we would do to knit a K st at the beginning of a row.
