This is a simple stockinette project.
Knit flat with no sewing.
Ties are knit along with the holes for them while you work your way up the hat and neck warmer.
when finished, you just thread the ties thru the holes, add a bead or brass washer (found at hardware stores) and tie into a knot.
you will need 17 washers, beads, buttons, etc.
