The pattern is written for an adult, but can easily be modified for a toddler. I would suggest for a todder size to use a total of 21 stitches (not 23 stitches indicated in the increasing stage). In the second section your stitch counts will be lower, because you started out with two fewer stitches. You could also try making this section a little shorter.
