Errata-The correction should be as follows:

4–9: Rep Rnd 3, join with CC2 at end of last rnd—19 sc.
Rnd 10: Ch 1, sl st around, do not join—19 sl sts.
Rnd 11: Working in Rnd 9 behind sl sts just made, sc around, working 2 inc, do
not join—21 sts.
Rnd 12: Sl st around, join with CC1—21 sts.
Rnd 13: With CC1, working in Rnd 11 behind sl sts just made, sc in next 2 sts, inc in next st, sc in next 3 sts, inc in next st 3 times, do not join—27

In other words:
Round 10: So we change to CC2 (red) and make a round of slip stitches.
Round 11: Then we work the following round of Sc sts (still in CC2- red) behind the slip stitch round- not around or into the slip stitches. These Sc stitches are actually worked into the last round of black Sc sts. Think of the slip stitch rounds as being decorative surface crochet to make the color changes really clean.
Round 12: Then we work a second round of sl sts (still in CC2-red). Pull up a loop of the black after working the last sl st of the round.
And just like in round 11, we work behind the slip stitches- not over or into them.
