There are also names and addresses of firms from: “Belg./Lux., Canada, Deutschland, France, Italia, Nederland, Österreich, Schweiz”, so most probably this Exp. series was designed for sale in these countries.

The one in the photograph was sold in Canada. The 40 cents price which is in the top right-hand corner, is not part of the pattern. It is stuck on.
