Pattern is a mash up of patterns I’ve used in the past with a few of my own tweaks as well.

CO 80 st
Inc to 88
zig zag short row
4 regular short rows, about 1” apart
purl on RS of short rows to P/U for ruffles
P/U 5 st along gusset
~8” inseam

Flared rib ruffle cuff (mult. of 5).

Crochet tie.

I’m really pleased with the crochet bum ruffles!
Simple and quick… As follows:
single crochet across short rows
ch 3, dc in same space
sc in next st
3 dc in next st
sc in st after that
repeat from to end of row

Extended length to get another year of wear.
Picked up 45 st under ruffle
K for 4” (~ 30 rnds)
Added a second ruffle
