I didn’t read the pattern, I only looked at the chart, and didn’t realize that it was in UK terms, or that it was supposed to be a puff stitch instead of a cluster. But I think it turned out okay. And I saved my fingers a little work from all those puffs! :)

Here’s how I did it:

The first round is 3 dc with 3-ch in between, 4 times around (kind of like the start of a granny square)

Row 2: 2 dc cluster in each dc with ch 2 between the dc’s, then chain 1, sc, ch 1 in space. repeat around

Row 3: in corner sc: 3 dc, ch 3, 3 dc, ch 5, skip to next sc, repeat.

For further rows of this type, do 3 dc in center sc, then chain 5. repeat around

Row 4 is similar to row 2, except that when you make a non-corner sc, you’re doing it 2 rows below, so into the center dc out of the three dc of round 2. (ch1, sc in round 2 below, ch 1)

And that’s about it all the way around, repeating rows 3 and 4.
