The pattern is for an adult size, but I wanted to make it for my little girl. I am not making it too small, because I would like it if she would still be able to wear it next year.
I have doubled the yarn, so the yarn weight would resemble the pattern yarn.
My steps to make a smaller size

MEASURES
I took a tape measure and made a loop just wide enough to fit over her whole head including nose. This will be measure A. Measure B = 3 * A.
I measured the ‘height’ of her head from her left clavicle bone along her ears to her right clavicle bone. This will now be measure C.
GAUGE
Then I checked my gauge. The 6 dc shells of the
Granny Stripe Pattern is the most important one.
HOOD
Then I started the hoodie. For the hood I have to make a chain of as many stitches as needed to obtain measure C (Chain loosely. You don’t want it to become too tight compared to the Granny Stripe Pattern.). Chain needs to be a multiple of 3 plus 1. Then start the Granny Stripe Pattern as described in the pattern.
Repeat rows 3 and 4 until the hood is 1/2 * A. Fold fabric in half, lengthwise, with right sides together. With current yarn, sl st the back loops of last row together.
COWL
Start at one of the bottom outer ends of the hood and chain as many stitches required to obtain a loop of measure B. Total chain needs to be a multiple of 6. Mind though, the part of the Hood is already accounted for in that measure B. Follow the original pattern from here. Crochet the cowl until a length of approx. 1/6 * C.
Follow pattern for the border.
