Giving it a try…
It may turn out to be the wrong size, but I’m going to make it quickly and let it be what it will be. It’s just a quick “for fun” item, anyway.

Started with a chain of 78 (I think…).

Added a couple rounds of sc when starting the brim.

Instead of making the flowers in the pattern, I improvised a couple of my own. (Used small amounts of Caron Simply Soft in a few shades of blue.)

I have no idea if it’ll fit, but since it’s just for fun/dress-up and didn’t take me too long to make, it’s fine either way. If it’s too big, she can grow into it; if it’s too small, it can be used on a doll or something. (g)
