I found a few errors in the pattern. The Foundation Row should say “sc in next 107 chains” (not 108) in order for Round 1, Step 1 to work.
Step Two should say to work into the single crochets, not the opposite side of the foundation chain.

Round 2: inside the first set of brackets should begin with ch4. After the first “15 times” it should say “ch4, 4 bptr dec, ch4, sc in sc, ch4, 4 bptr dec, ch4, sc in ch-1 sp, [ch4, 8 bptr dec, ch4, sc in next ch-1 sp] 15 times, ch4, 4 bptr dec, join” (the bolded ch4’s were omitted).
