For the dress I used a DK acrylic yarn and started with size 3 needles.

For the dress, using an appropriate needle size for your yarn, cast on enough stitches to fit around the gnome under the hat brim. Then (working in the round) on the first round k5, ‘yo, k2tog’ (k 1/3 the stitches cast on) yo, k2tog, K to end of round. (The YOs make the armholes.)

Work 2 or 3 rounds even followed by 1 p round. For the skirt, I increased 2 stitches in each stitch around by working (k1, yo, k1) in each stitch on the next round, followed by a round of (k1, kfb) around. Then I knit even switching to an obnoxiously large needle (I think about a 7 or 8 which gives a nicely fluid fabric) and knit even til it was long enough. The last round was yo, k2tog around. Bind off. If you use an acrylic yarn for the dress, you can kill the yarn by blasting with steam (I protected the bodice so it would stay the same size)
