I followed the pattern as written, but I used size 6 needles and worsted weight yarn to make this toddler-sized. I also only repeated the decrease rounds 3 times instead of 5 times (73 sts remaining).

It’s a little hard to pull the cowl over Arlo’s head (20 inches around, last I measured), but once it’s on, it fits just right.
