I cast on with 3.75 needles and worked 14 rows K1P1 rib. Switched to 4mm needles for the rest. I only worked 3 repeats of pattern rather than 4, and it fits perfectly. I love this hat - gorgeous! The yarn is lovely and soft, too. Very happy :)
