Here’s how I did the neckline and the picking up of stitches to do the neckline bind off

Start set up round — the purl 2, knit 2 round. Next round is round 1/row 1 and it’s the knit round. After completing this round put in a lifeline or extra set of needles to be able to see these stitches to pick up and do the 3 needle bind off
