Lowered the neckline and am doing more waistline decreases.
To help make the empire welt, I threaded waste yarn into the row where I wanted to make the welt to mark the row to make it easy to pick up the purl stitches. Then I did four rows of knit. Then I picked up the purl stitches on a size 1 dpn and knitted them together with the stitches on the needle - kind of like a three needle bind off.
