Borago is a textured sweater with a boat neck and drop shoulders. It is knit in the round from the top down, separated in front and back for the armholes and rejoined for the body to the hem.
For the sleeves in stockinette stitch, stitches are picked up around the armhole. Short rows on the upper sleeve part continue the shoulder line and avoid bulky wrinkles under the armpits.

The tapered sleeve is evenly decreased down to the cuff.
The provisional cast-on of the neckline provides different options: simply bind off in pattern, add an I-cord edge, or pick up sts to add a turtle neck in pattern.
If you have leftover yarn, you can knit a matching cowl in the same stitch pattern to get a kind of a removable turtle neck.
