The skirt is worked bottom-top in the round. The knitting begins with garter stitch; then you work the body of the desired length in Stockinette stitch. Pleats are shaped with spare needles just before the waistband. When the pleats are formed the two-layered waistband is worked and live sts are sewed to the fabric on the wrong side. Finally you work the band of the desired length (2 options are given for your choice) and insert the band into the waistband.
