This pattern is worked completely in garter stitch and, practically speaking, could be knit with any type of yarn and any size needles as long as there is a BIG difference in needle size -- the stripes knit on the small needles serve to draw in the knitting done on the larger needles, giving it a nice ruffled effect and scalloped edge with nearly no effort on your part. I get about 5.25 stitches to the inch on size 13s but gauge is not extremely important to this pattern. Cast on however many stitches you want, knit each stripe as many rows long as you want, and work as many repeats as you need to make the blanket your ideal length. I’ve knit it with many different yarns of varying weights; every version I’ve knit has been extremely soft and squishy, and surprisingly warm.
