I found this lace pattern is a Japanese stitch pattern book. It reminds me of ocean waves. The cuff and heel flap are knitted in a 12 stitch rib pattern which flows into and out of the leg lace pattern.

There are written instructions and charts.

The toe is a little different. Instead of grafting the instep and sole stitches, the side stitches are grafted, creating a bumper.
