Yes, all the front sections have an even number of stitches, but the back has an extra odd stitch to keep the rib pattern symmetrical. The knitter is overlooking the odd stitch before the marker—I’ve bolded it below.

“cast on … sts. Foundation Row: (WS) (P1 tbl, k1 tbl) for … sts for Left Front, pm for Left Side seam, (p1 tbl, k1 tbl) for … sts, p1 tbl for Back, pm for Right Side seam, (k1 tbl, p1 tbl) for … sts for Right Front.”
