This is a scarf in Tunisian crochet. The pattern is made entirely in TSS (Tunisian simple stitches), but it does involve short rows and you need to work with multiple skeins.

The scarf shown in the photos is made with a moss green frame and plated stripes in three rosy colours, but you can make the stripes in one colour, or you can make the en-tire scarf in only one colour.

To prevent the stripes from sliding, stitches are sewn in the crossings. These locations are decorated with buttons in the example scarf, but the buttons can be excluded.

Tie the scarf by pulling one end through one or more of the triangular openings between the strips.
