This dress is crocheted from size 10 cotton thread to fit a preemie baby or 14 inch Berenguer La Newborn. Gauge is not really important but I got about 7 sc in one inch.

If you decide to use a different stitch for the skirt you may have to adjust the number of rows accordingly.

I didn’t think of it until after I finished but the 2nd to last row could be done in DC and then threaded with ribbon.
