Cowl is meant to be worn loosely around the neck. For a tighter fit, fold in the top ribbing. Cowl is worked top-down in the round.

Scarf is meant to be worn wrapped once or draped around the neck (see pictures). The scarf is knit top-down in the round throughout the whole pattern.
