This is worked in the round from the bottom up. The hem is left unfinished for a more casual look. The hi-low hemline shaping is created by using a series of widely spaced Japanese short rows. The spacing helps to eliminate the 3-D effect of normal short rows. Japanese short rows are used because of the fingering weight yarn and are really easy to learn and work and Craftsy offers a great free class on short rows that I highly recommend. So, this is worked in one piece to the sleeves where it is then split between front and back and additional sts are cast on for each sleeve. The front and back are then worked back and forth. The sleeves are seamed at the underarm and the top of each sleeve is laced up using a darning needle.
